A Vacation That Turned Into Tragedy

What began as a family cruise ended in a devastating discovery. According to NBC Chicago, 18-year-old Anna was found dead on November 7, 2025, inside a cabin aboard the Carnival Horizon.

Her body had been hidden under a bed, and the ship returned to PortMiami the following day as scheduled, where her death was officially ruled a homicide.

Authorities said the alleged assault and killing took place while the vessel was still in international waters.

T.H. was charged by the U.S. Attorney's Office for the Southern District of Florida with first-degree murder and aggravated sexual abuse in the killing of Anna.

The case did not begin there.

Authorities had initially charged him as a juvenile, and he appeared in federal court in February while the proceedings remained sealed.

It was only later that a federal grand jury returned an indictment, allowing prosecutors to move forward with the case at the adult level — where the charges now carry a maximum sentence of life in prison.

In a statement, U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida said:

"Our hearts go out to the victim's family during this unimaginable loss. A federal grand jury has returned an indictment charging serious offenses that allegedly occurred aboard a vessel in international waters. We will present the evidence in court and pursue this case with professionalism and care. As in every case, the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt."

Yet despite the severity of the accusations, one detail continues to stand out. He is not currently detained.

A Legal Twist with Major Limits

That reality became even more striking after a major shift in the case. Federal prosecutors have since charged T.H. as an adult, significantly raising the stakes as the case heads toward trial.

But even that escalation comes with limits.

As reported by TMZ, the death penalty is not being considered because T.H. was a juvenile at the time of the alleged crime.

Under Supreme Court precedent, capital punishment cannot be applied in such cases. Life in prison now stands as the maximum possible sentence.

At the same time, prosecutors are asking the court to detain him before trial, a decision that has yet to be finalized. And that unresolved status is exactly what is fueling outrage.

A Father's Frustration Grows Louder

For Christopher, the legal developments do not go far enough. He has been vocal about what he believes should happen next.

Speaking to NBC Chicago, he said, "He needs to be arrested at this time. He is now an adult and he needs to be arrested. That is where the family stands. Justice needs to be served."

But his frustration extends beyond the courtroom.

In comments to the Daily Mail, he made clear how deeply the situation is affecting the family, "We're upset that he's still out. We're six months in and he should already have been arrested and yet he's free to do whatever he wants right now."

He said T.H. is currently living with a relative rather than being held in custody.

Christopher also claimed the teen has shown no signs of regret. "He's still saying that he can't remember and that's about it. He hasn't apologized. He hasn't shown any remorse for anything," he told the news outlet.

He went further, describing him as a "danger" and adding that he wants to see him in "an orange jumpsuit and handcuffs." For him, the issue is no longer just about charges; it is about immediate accountability.

Sympathy and Outrage Collide Online

As the case gains attention, reactions online reflect a mix of grief and anger. On TMZ's Instagram post, one netizen wrote, "My goodness 😭." Another commented, "Poor baby, I hope she gets justice."

A different commenter questioned the situation, "Why were they sharing a room? I cannot figure that out. That’s just insane to me!!!"

On ABC World News Tonight's Instagram page, reactions turned more critical. "This is ridiculous! She is dead and he is free! 😡," one upset commenter said. Someone else added, "They need to charge the parents next."

A different viewer wrote, "The father should also be charged for not listening to her daughter!"

But as the case continues to unfold, earlier accounts are resurfacing — offering a deeper, more unsettling look at the dynamics behind the tragedy.

A Troubled Family Dynamic Emerges

As reported in November 2025, Anna's ex-boyfriend, Joshua Westin, painted a chilling picture of events leading up to her death, revealing that he once witnessed the stepbrother enter Anna's bedroom during a late-night FaceTime call.

According to Joshua, the stepbrother tried to climb onto Anna as she lay down, but fled when he shouted, "What the [expletive] are you doing in her room?"

Anna never told her family about the incident. Joshua said Anna often kept her worries to herself because she was afraid speaking up might make things worse.

He recalled that she never felt entirely at ease around her stepfamily, especially since they were still relatively new to her life — Shauntel had only been with Anna's father for about a year.

The ex-boyfriend added that Anna once told him Shauntel "doesn't really like her… she has an attitude most of the time and was very controlling over her."

The ex-boyfriend said Anna disliked living with Shauntel's family so much that she frequently stayed with friends instead. He shared how close they had been — he'd even planned to be on the cruise with her.

Joshua's father, Stephen Westin, said the teen boy was obsessed with Anna, despite being her stepbrother. "He always wanted to date her," Stephen told Inside Edition. Stephen added that his son tried to raise concerns with Anna's family, but was brushed aside.

As the investigation proceeds, the stepbrother could face criminal charges, according to the Daily Mail.

Custody Battle Casts Harsh Light on Internal Strife

Past court filings shed further light on the troubled dynamics inside the blended family. The New York Post reported that Shauntel and her ex-husband, Thomas Hudson, are locked in a custody dispute in which each accuses the other of endangering their children.

In an emergency motion obtained by the Post, Shauntel alleged that Thomas emotionally and physically abused their two youngest children — one of whom is at the center of the FBI probe.

Even Anna's funeral, held on November 20, 2025, was marked by family turmoil.

Some relatives were told not to attend because of the ongoing investigation. Anna's biological mother, Heather Kepner, said she was asked not to come to the service in Titusville — but she refused to be kept away.

"I'm going to wear a disguise," Heather told Inside Edition. "I'm going to put a wig on and wear some really tall shoes because I'm four-foot-nine."

Although she had moved to Oklahoma and hadn't seen her daughter regularly in recent years, Heather expressed pride in Anna's aspirations. Anna had long dreamed of joining the U.S. Navy and later becoming a K-9 police officer.

At the time, the FBI had yet to issue any public updates, leaving lingering questions, unresolved accusations, and fractured relationships in the wake of Anna Kepner's death.
