The moment a dog was dragged on the road while tied to a vehicle was captured on video and shared on social media. An angered witness confronted the dog’s owner, who claims he had an emergency and didn’t realize the animal was tied.

A man who was driving along the road saw the poor animal, got out of his truck, and approached the driver to ask him to stop and free the dog. The clip was shared through Órale! Qué Chiquito’s Twitter account.

The incident took place in the municipality of Santa Lucía del Camino, in Oaxaca, Mexico. The owner of the vehicle argued that he had an emergency and didn’t realize the animal was chained to the truck.

In the video, you can see how the man that records tells the person who was driving to stop the car. "Hey, dude, your dog!" He yells at the other man while approaching his car. The stranger stops and lowers the window saying that he had not seen the animal.

“You were dragging your dog dude!” the angered witness repeats. “Sorry, I have an emergency. I didn’t see it,” the driver replies. “Let the dog loose!” demands the other man.

The owner of the dog continued driving a few meters with the animal tied with a chain to the pipe of the truck until he finally stopped. While the video is cut there, is safe to assume that the good Samaritan made sure the dog was freed and taken care of.

Azteca News reported that this is not the first time an act of animal abuse like this occurs in the state. Various animal protection associations have reported seeing dogs tied in this way and other acts of animal cruelty.

Some netizens expressed their outrage and annoyance at the video, like Twitter user Fer, who said: "The poor animal can’t even walk anymore, what a [expletive].”

These acts of animal cruelty must be made public and reported, to prevent them from being committed.

It is expected that the owner of the dog will be investigated to be sanctioned to the full extent of the law.

Sadly, animal cruelty is a worldwide phenomenon. A few weeks ago, police confiscated a dog named Maverick left outside during the icy polar vortex in Galesburg, and his owner now legally has to fight to get him back.

As the polar vortex moved into the Midwest, authorities warned of frigid temperatures, unlike anything the area had seen in over 20 years.

But as everyone took cover, a neighbor noticed that Maverick was left outside and called for help. "He's out there 24/7. It doesn't matter. The mailmen aren't even out in this, and for him to have to be?" said a neighbor, who asked for anonymity.

Maverick got taken to the Knox County Humane Society in Galesburg, where he will temporarily stay until a permanent solution is found. Shelter officials describe Maverick as “very loving and very playful,” and “deserves a better life than being abused.”

Rox Parks, from the Knox County Humane Society board, reminded people that pets are not immune to the extreme temperatures and added:
