The baby was described as a full-term baby whose umbilical cord was still attached to it when it was found. Reports revealed the porta-potty was last emptied on Monday, and the baby was found on Thursday.
Investigators believe that the dead baby is a boy, a situation Cotter described as awful. Visitors flooded the area over the weekend due to the holidays, which makes any possible identification difficult.
Authorities did not give any further information on the baby's condition when it was found, but a statement is expected to be issued soon after the county medical examiner has conducted an autopsy.
There is no information on the identity of the mother or any other family member at the time of this writing, including details of the surveillance camera in the area.
Authorities revealed that she left her son in the toilet for seven hours until he was rescued.
Local investigators have noted that the incident remains under investigation and have urged the public to reach out to authorities if they have relevant information for the case.

The mother of the newborn, 28-year-old Makuya Stephanie Kambamba of Kirksville, was charged with first-degree murder for her deliberate actions, which led to the death of her child.
Kambamba initially told investigators that her actions were not deliberate. She explained that the baby moved as he was face-down in a toilet, and due to contraction pains, she did not check on her newborn until 30 minutes after.
Authorities revealed that an autopsy performed on the newborn body showed signs consistent with drowning. The 28-year-old is also facing charges of involuntary manslaughter and felony abuse or neglect of a child in her son's death.
A mother was charged with attempted murder in a similar story after abandoning her newborn son in a trash bin behind a church. Authorities revealed that she left her son in the toilet for seven hours until he was rescued. Later reports revealed that the baby was healthy and doing well.
