According to CBS News, Memorial President Beth Hillman explained the meaning behind the white roses placed on victims' names. "There's a rose placed in the name of everyone who has a birthday on each day of the year," she said.
The visit included conversations with people directly affected by the attacks. Among them was Mark Desire, a medical examiner who was injured on 9/11 and returned to work the next day. Beth described these exchanges as "very powerful."

The moment also echoed a past royal tribute. In 2010, Queen Elizabeth II opened a memorial garden in Lower Manhattan honoring the 67 people from the United Kingdom killed in the attacks.
Still, one detail drew public attention: expected political figures did not join the royal couple. President Donald Trump and First Lady Melania Trump were not present.

Aside from Bloomberg accompanying the royals, photos from the ceremony show New York Governor Kathy Hochul greeting King Charles III with a handshake, as Queen Camilla and New York City Mayor Zohran Mamdani stood nearby.

Zohran was also seen shaking hands with the king as other officials gathered under a covered walkway at the memorial site, where the interactions remained formal but cordial. Zohran later spoke briefly with the king in what appeared to be a short, direct exchange.

According to NBC New York, Zohran said, "I would probably encourage him to return the Koh-i-Noor," referring to the 105.6-carat diamond taken by the British East India Company from the ten-year-old Maharajah Duleep Singh in 1849 under the Treaty of Lahore.

The Koh-i-Noor is one of the most famous diamonds in the world, believed to have originated in the Golconda mines in present-day India.
Over centuries, it passed through the hands of multiple rulers, including Mughal emperors, Iranian shahs, Afghan leaders, and Sikh maharajahs, and came to be widely seen as a symbol of conquest.
